Service Line Installations

The water service line, the piping system from your water meter to your home or building, must be maintained by you, the customer.  Under the provisions of the State Plumbing Code this is a part of the plumbing system and may be constructed by you personally as the property owner or by a master plumber who is licensed by the State Plumbing Department.  An inspection is necessary to assure that no cross-connection exists between the water service and your old well or other water supply.  A cross-connection is the use of any other water supply through the same piping as your county water service.  This condition is in violation of State Plumbing Codes and will result in the water service being disconnected immediately by the Todd County Water District.

The cost of the plumbing construction permit will vary depending on your job.  Before water service connections are made, it is necessary that the permit be obtained by the licensed plumber of your choice or by yourself, from our local plumbing inspector.  The water service must be inspected after it has been installed and prior to the time it is covered up.

The materials permitted for use in the construction of water services are galvanized steel pipe, types K, L, or M copper pipes; types R-K, R-L, or R-M brass tubing; or approved plastic pipe.  All plastic pipe must bear the NSF insignia and must also include the pressure rating of the pipe as well as the notation "For Drinking Water."  All plastic pipe used for water services must have a minimum pressure rating of 100# per square inch.  All water services must have a minimum inside diameter of 3/4," must be at least 30" underground to prevent freezing, and have a cut off valve installed between the house and the water meter for your own use.

The Todd County Water District installs water meters with a check valve to reduce the backflow of water when we work on lines.  This device is not an approved backflow preventer for the homeowner.  Customers are advised that an expansion tank may be required by the State Plumbing Codes.  Consult your plumber or the Plumbing Inspector.

Obtaining the plumbing construction permit is the responsibility of the customer.  The meter base may be set before the permit is obtained, but the actual water meter will not be installed in the meter base until a copy of the permit is received in the Water District office.  Your billing will begin with the month following the meter base installation.  The billing will commence regardless of whether the customer is actually hooked up and using water or not.

Notice

The Todd County Water District and the Kentucky Division of Plumbing require that each customer have a cut off valve installed between the meter box and their home.  This valve is to be used by the customer in the event that the water service needs to be cut off by the customer for any reason.  The cut off valve inside the meter box housing was installed by and is the property of the Todd County Water District.  This valve is NOT for the customer's use.

The Water District does charge the customer for work done to repair these cut off valves.  If you do not have a cut off valve at this residence other than the Water District's valve, please take this opportunity to bring your plumbing up to the required standards.
