Dr. George D. Brown, former chairman, passed away in May 2021. He was the spearhead of initiating a safe, public water district in Todd County over 50 years ago. His dedication and hard work are evident today.
Commissioners meet on the last Monday of each month at 4:00 PM. The meetings are held at the District office at 2201 New Hwy 68 W., Elkton, KY 42220.
History of the Water District
In June of 1972, The Todd County Water District began enrolling customers for a proposed water distribution project. Earlier attempts at constructing a water system in the 1960’s had failed. The District’s first application to FmHA, now Rural Development, was turned down in March of 1973 due to a lack of grant funds. Again, in October of 1973, a revised project was turned down because of a lack of grant funds. In October of 1976, a new approach was submitted for funding which included service areas around Lake Malone and the City of Elkton as a wholesale customer and the impoundment on the East Fork of Pond River as a water source. In July of 1977, FmHA issued a letter of conditions for the project. However, much work remained to be done. My May of 1978, only 477 of the necessary 720 users had paid their tap fees. In November of 1978 the local Conservancy District signed an agreement allowing the District to have access to the East Fork of the Pond River Impoundment, now known as Settle Lake. By January of 1979 the right of way easement work was completed with considerable difficulty and customer sign ups were completed.
The Water District has experienced steady growth since it began operations in 1980. From the District’s beginning with 737 customers in 1980 to its present customer base of 3475, the District now serves not only Todd and Logan County areas, but also wholesales water to areas of Christian County and Muhlenburg County. The District now operates over 500 miles of water lines and has a capacity of over 1.3 million gallons of water in storage. In contrast to a difficult start, the District’s operations have been very successful and the system is financially sound.
The Water District produced water from its Water Treatment Plant at 1912 Highland Lick Road (Settle Lake) for 23 years from our beginning in 1980 until the plant closed in 2003. At that time the Water District and twelve other entities in Todd and Logan Counties, contracted with Logan Todd Regional Water Commission to provide water to our customers.
